Jerome F. Quinn, 99, died peacefully on Friday, Feb. 29, 2008, at Rennes HealthCare Center. Jerome was born in Green Bay, to the late Thomas H. and Ellen (Dillon) Quinn. He graduated from West High School where he was active in athletics, earning ten letters in football, basketball and track. He was selected as both captain of the West High and all conference teams, where he played with teammate, Arnie Herber. As a senior class officer, he received the 1927 class awards for scholarship, athletics and sportsmanship. He continued his education at the University of Wisconsin-Madison, where he was a member of Delta Upsilon Fraternity. Mr. Quinn married Ellen Hollister on Sept. 24, 1945, and celebrated 57 years of marriage.
He was associated with Quinn's Dept. Store, which was established by his father, Thomas H. Quinn, in 1928. After his father's death in 1933, he managed the family business for many years. After retiring from the retail business, Jerome devoted his time to his personal real estate and investment business. Formerly, he served on the Green Bay City Council, the Brown County Board and represented the City Council on the Board of Education. In 1954, Mr. Quinn was elected to the State Assembly 90th District and served ten terms over 20 years. He served under six governors. In the Assembly he served as chairman of the Business and Manufacturers Committee and was a member of the Assembly Highway Committee. He was best known statewide for introducing the County Executive Law for more efficient county government. Mr. Quinn was also recognized throughout the state for authoring and introducing the Quinn Bill, which allowed cities to establish industrial parks to promote industry and create jobs statewide. As a member of the Assembly Highway Committee, he took an active part in supporting the construction of the Walnut, Mason-Tillman, Allouez Ashwaubenon and Tower Drive Bridges. He also took a leading part in helping to establish the University of Wisconsin-Green Bay. Governor Thompson recognized his work in state government after leaving elected office, by appointing him to the State Regulation and Licensing Dept., where he served in the Business Profession Bureau for many years.
Jerome was a lifelong member of St. Patrick's Catholic Church and a former member of the Green Bay Association of Commerce, the Neighborly Club, the Elks Club and the Packer Stadium Commission, which planned the original City Stadium.
Survivors include his three children and their spouses, Michael and Mary Quinn, Kevin and Susan Quinn, Dr. Teresa Quinn and Dr. Kenneth Klein, St. Paul; grandchildren Casey and his wife, Beth, Kellan and Joseph Quinn, Ellie Anne Klein, Susan Stranton, Greg and Darlene Christianson; a brother-in-law, Robert Hollister; and many nieces and nephews.
He is preceded in death by his beloved wife, Ellen Hollister Quinn, in 2003; parents, Thomas and Ellen (Dillon) Quinn; brother and sister-in-law, Edmund and Beatrice Quinn; sisters and brothers-in-law, Dr. C.A. and Mary Quinn Sinkler, Lawrence and Ruth Quinn Platten; and a grandson, Kevin Klein.
Friends may call at St. Patrick Catholic Church, 211 N. Maple Ave., from 10 to 11 a.m. Tuesday. The Mass of Christian Burial will be held at 11 a.m. Tuesday at the Church with the Rev.
